JOB PURPOSE

 

To contribute in managing, developing and promoting the delivery of the IsDB Group Library services in a manner that enables the achievement of the knowledge goals of the Group. To develop, implement, evaluate and maintain library strategies and policies that help to support the achievement of the knowledge aims and objectives of the Group. To provide a range of library services that meet the learning and information needs of IsDB Group employees with appropriate knowledge products and platforms. To guide and assist staff members to make the best use of the library services and facilities.

KEY ACCOUNTABILITIES

 

Operational Planning:

• Contribute to the design, development and review of the Library strategy and policies including library procurement, weeding and subscription policies and guidelines.

• Develop, interpret, modify and update policy and procedures manuals; plan, initiate and modify work procedures for a specific task within a library unit.

• Partake in the formulation and the implementation of the Library annual work programs and financial budget.

• Oversee stack maintenance including reviewing space needs and making recommendation for planning and execution of shifts.

• Review and revise scheduling for the library unit.

• Supervise and coordinate the work performance of staff and trainees, as needed.

• Communicate with vendors, publishers and other external partners regarding orders and claims for library materials.

• Interpret and facilitate enforcing library policy. • Maintain billing records for invoices and payments received.

 

Acquisition & Knowledge Depository Development:

• Analyze the needs of IsDB Group staff for information and knowledge products and prepare the annual acquisition plan.

• Oversee and manage all the Library acquisitions and related activities including subscriptions and subscription renewal for periodicals, journals and online knowledge products.

• Perform digitization and create digital content of the selected resources.

• Oversee and participate in the annual inventory taking of the Library and evaluation of the collections.

• Ensure compliance with IsDBG legal deposit policy and manage the IsDBG knowledge products.

• Provide reference service for a specialized area or collection; assist library users in utilizing a variety of automated and printed sources; may refer complex, in-depth subject requests to a professional librarian for additional research.

 

Cataloging and Content Management:

• Perform cataloguing, indexation and classification of newly acquired resources using international standards.

• Examine and analyze knowledge and information resources content to determine their subjects and index terms that describe them adequately and to write summaries and abstracts as required.

• Maintain the Library Management System and all related systems.

• Maintain the Library Portal content and announcements in relation mainly to the new arrivals and other offers from within the Library Databases Subscription Service Providers (Webinars, New Products and Services)

• Perform complex reclassification and copy cataloging in all formats and in all languages.

• Process complex monograph and serial added publications; perform high level authority control; verify, reconcile and assign call numbers and subject headings for bibliographic records; search and interpret complex title relationships and determine new form of entry.

• Resolve complex conflicts both in a card and online environment for name, series and subject headings.

KEY ACCOUNTABILITIES

 

Knowledge Sharing & Dissemination:

• Oversee the circulation of library electronic and print resources through the LMS & inter-libraries loans agreements.

• Plan and implement system for availing electronic resources through the library portal.

• Provide plagiarism checking services.

• Update and maintain the Library website.

• Participate in organizing promotional campaigns and awareness sessions to increase the visibility and the usage of the Library services

 

Financial Processing:

• Oversee, monitor and review the library budget allocation and utilization.

• Process PRs and invoices payment through SAP system in coordination with relevant Departments.

• Oversee, monitor and follow up on the online purchases made using the Library Credit Card.

 

Reporting & Communication:

• Prepare annual statistical reports covering all relevant areas and activities of the Library.

• Communicate and negotiate with the publishers and library resource providers.

• Research and provide suggestions to seniors on the latest trends and developments in the Information/knowledge related products and their implications on IsDB Group’s business.

• Contribute to various Taskforces and Committees as assigned.

• Communicate with Management and Staff on new products and services.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

 

• Bachelor’s degree in Library Sciences, Knowledge Content Management, Management or related field.

• Minimum 5 years of experience in knowledge management, academic teaching, knowledge center (library) and instructional learning, of which preferably 3 years in a multilateral development bank.

• Languages: English: Mandatory | Arabic: Preferred | French: Preferred.
