JOB PURPOSE

The Financing of Terrorism (AML/CFT), KYC, sanctions, taxations, confidentiality, use of information and information barriers, personal investment and conflict management. Under the supervision of the Senior Manager, Compliance, this position is responsible for managing compliance risk on matters referred by the senior manager compliance and providing necessary support to the senior Manager in overseeing, designing, developing compliance policies, procedures and processes. The Compliance Manager will implement all approved policy, directives and procedures and will work with the Senior Compliance Manager in fully integrating compliance into ITFC daily business activities.

KEY ACCOUNTABILITIES

Specifc responsibilities include, but not limited to the following:

  • Contribute to the development, maintenance, dissemination of the compliance infrastructure (policies, directives, procedures, systems and programs) and implement compliance policies, directives, procedures and programs covering all ITFC activities and consistent with ITFC’s Articles of Agreement, MDBs’ practices, international standards and any applicable international laws and regulations; 
  • Provide ongoing compliance-related input for the early drafts of policies and procedures;
  • Conduct compliance risk assessments, support the development/update of ITFC compliance plan and regularly assess ITFC’s compliance culture and assist in designing training programs to address gaps;
  • Assist in developing policies and systems regarding staff personal investment;
  • Assist Senior Compliance manager and senior management in identifying and assessing potential compliance issues and provide advice to staff on all compliance related policies and systems covering procurement, clients, business partners, suppliers, employees, and others;
  • Ensure compliance with Code of Conduct, applicable integrity/ ethical standards, whistle-blowing procedures and report to Senior Compliance Manager on all instances;
  • Ensure compliance with applicable laws, regulations and AML/CFT requirements as well as ITFC’s internal policies, guidelines and procedures and report to Senior Compliance Manager findings of ongoing monitoring of activities and operations regarding compliance;
  • Provide summary data on compliance issues to Senior Compliance Manager, on periodic basis;
  • Perform sufficient and representative compliance testing, including spot checks; and make enquiries in response to compliance incidents, and investigate as warranted where there are violations of ITFC policies or regulation; Update Senior Compliance Manager on findings; 
  • Provide compliance advisory support to trade finance business departments (e.g. Letters of Credit, Guarantees, Collections, Structured Trade Finance);
  • Review and approve trade transactions for compliance with AML, CTF, sanctions, and regulatory requirements.
  • Identify and assess TBML risks, including over/under-invoicing, dual-use goods, unusual shipping routes, and complex trade structures; ▪ Support investigations into trade-related alerts, red flags, and regulatory breaches; ▪ Conduct sanctions screening reviews related to trade transactions, counterparties, vessels, goods, and jurisdictions;
  • Proactively identify, document and assess compliance risk associated with ITFC’s activities, including the development of new products, businesses and customer relationships besides material changes to the nature of such relationships;
  • Deliver compliance training to trade finance and front-office staff on TBML risks, sanctions, and regulatory expectations;
  • Promote a strong compliance culture across trade operations;
  • Monitoring developments in the legal and regulatory framework relevant to ITFC in jurisdictions of operation assigned by the senior manager and systematically organizing this information by maintaining a Compliance Register (physical and electronic). 

KEY ACCOUNTABILITIES

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

  • Bachelor’s degree in Law, Risk Management or any other relevant discipline, preferably with specialization or experience in company law, financial law or regulatory compliance
  • Master’s degree would be a plus
  • Compliance certification, membership of a compliance body/forum, or legal practice license
  • Minimum of 4 years of experience 

SKILLS & NECESSARY KNOWLEDGE

  • English is compulsory
  • Arabic and/or French is a plus
