JOB PURPOSE
To provide senior strategic coordination, executive advisory support, and performance oversight to the Vice President (VP) / Director General (DG) in the effective planning, delivery, monitoring, and reporting of Complex / Directorate priorities. The role coordinates the preparation of the Integrated Work Program, Annual Work Program and Budget; monitors implementation of strategic initiatives, KPIs, and VP / DG directives; ensures timely follow-up on decisions; strengthens internal and external coordination; and provides quality assurance for key reports, Board submissions, executive briefs, and other documents requiring VP / DG review or endorsement.
KEY ACCOUNTABILITIES
Strategic Planning, Executive Advisory & Decision Support:
▪ Coordinate the preparation and consolidation of the Integrated Work Program, Annual Work Program, budget inputs, and related strategic plans for the Complex / Directorate.
▪ Support the VP / DG in setting, monitoring, and reviewing Complex / Directorate KPIs, priorities, resource allocations, and implementation progress.
▪ Provide strategic and technical advice, executive briefs, and decision-support inputs on policy papers, strategy proposals, reports, and Bank-wide matters requiring VP / DG attention.
▪ Coordinate and follow up on implementation of VP / DG directives, BED decisions, strategic initiatives, and cross-Complex / Directorate actions, and report progress regularly.
▪ Provide quality assurance for key documents submitted through the VP / DG Office, including Board-related documents, ensuring completeness, accuracy, compliance, and timely submission.
▪ Strengthen stakeholder engagement, internal feedback mechanisms, and communication across business units, other Complexes / Directorates, IsDB entities, and relevant external institutions.
▪ Undertake background research, prepare supporting technical material for high-level engagements, and carry out other assignments requested by the VP / DG.
Performance Monitoring, Follow-up and Reporting:
▪ Secretariat support to committees and forums chaired by the VP/DG
▪ Preparation of VP/DG participation in high-level institutional and multilateral engagements
▪ Follow-up on audit, evaluation and risk recommendations and management action plan.
▪ Cascading of KPIs and alignment of scorecards between the VP/DG level and business units
▪ Use of the Bank's corporate systems and dashboards for performance tracking and records management
▪ Coordinate and oversee the preparation and completion of special reports and speeches, as requested by the VP / DG.
▪ Design and oversee an Information Intelligence System for the VP / DG to help monitor and make informed decisions.
▪ Oversee the design and implementation of an efficient Document and Information Management System in the Front Office.
▪ Review all key outgoing documents to ensure quality, compliance with procedures, completeness, and incorporation of comments raised in high-level meetings before sign-off by the VP / DG.
▪ Lead Complex / Directorate-wide communication efforts on staff engagement activities, initiatives and accomplishments, newsletters, compile the annual report, and conduct staff surveys to gauge service level of the Complex / Directorate.
KEY ACCOUNTABILITIES
Knowledge Sharing & Development:
▪ Keep abreast of new trends and developments in the field of the Complex / Directorate and share new concepts with the VP / DG and others within the Complex / Directorate and Bank.
▪ Produce and submit to the VP / DG executive information briefs on emerging international development issues/news related to Complex / Directorate mandate.
▪ Undertake research and represent the Complex / Directorate at appropriate professional and public forums and promote its activities and programs internally and externally, as and when required by the VP / DG.
▪ Within delegated authority, provide overall coordination of staff and operational management of the VP / DG Office.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
▪ Master’s degree in Business Administration / Economics / Finance / Engineering / International Relations / or any relevant discipline.
▪ Minimum 10 years of relevant experience.
▪ Experience working with policymakers, national and international agencies, and/or consultants, and exposure to working with major development agencies is preferred.
▪ Experience and exposure working with senior-level executives is preferred.
▪ Languages: English: Mandatory | Arabic: Preferred | French: Preferred
