JOB PURPOSE

 

Responsible for managing all personnel and activities related to the Safety and Security section to protect the assets and human lives of IsDB Group. Oversee, develop, and implement policies and procedures for the efficient and safe operation of the HQ, Staff Accommodation, Regional Hubs and any other new facility managed by IsDB. Successful management of departmental budgets and technology solutions allocated to the safety and security services of the group as well as developing a strategic staffing plan that enhances safety and security while meeting the strategic goals of IsDB Group. Create awareness about Safety and Security amongst all employees and visitors to the Bank’s premises.

KEY ACCOUNTABILITIES

  • Develop, update, and oversee safety and security policies and procedures, as per international standards and ensure their proper implementation for the safety and security of staff, external visitors, and assets (HQ and Field Offices).
  • Develop annual work plan, strategy and budget for the Safety and Security Division, communicate the same to the team and ensure achieving the plans
  • Carry out security risk assessment visits in the HQ and RHS and conduct random visits to different premises to check the condition and operation of all security systems including, but not limited to, access control, security cameras, duress alarms, intrusion alarms, and fire panels etc.
  • Manage and lead the implementation of safety and security awareness, orientation and training among IsDB Group’s staff, contractors, and visitors.
  • Manage the Emergency Response Plan and the Crisis Communication Plan, ensuring all staff gain an understanding of, and contractors are familiar with, policy and procedures through training, briefings, and field training exercises. Conduct safety drills in coordination with external agencies and civil defence to keep staff and visitors alert and aware in case of emergency.
  • Manage the investigations of any security and safety breaches or crimes committed on ISDB Group property, and coordinate with the local government/external agencies for necessary actions.
  • Assess the strengths and weaknesses of the Safety and Security system in place, evaluate the risk of safety and security breaches, identify areas of improvement, and lead the implementation of enhancements.
  • In collaboration with the BCM section and other related departments, implementing a robust Business Continuity and Disaster Management system to mitigate sudden disruptions in the Bank’s operations due to any safety and security breach.
  • Furnish periodic reports to senior management on progress, actions and incidents related to the safety and security division of the bank and coordinate Safety and Security Committee meetings.
  • Manage and ensure the effective achievement of functional objectives through leadership of the Section by setting Section and individual objectives, conducting regular meetings, managing performance, developing and motivating staff, providing formal and informal feedback, and appraisal to maximize subordinates and departmental performance.
  • Identify successors to key positions to ensure service continuity and develop people’s careers towards IsDBG performance goals.
  • Ensure all staff within the Safety and Security section receive the necessary training, from time to time, to be able to do their jobs effectively and update their skills.
  • Identify, train, and nominate Safety Volunteers from each floor, section, location to prepare them for emergency response.
  • Manage the duty of care activities towards IsDBG staff and take all necessary means to ensure it.
  • Represent IsDBG in all external agencies in issues related to safety and security enhancement like governmental agencies in the host countries, other IFIs and International organizations such as the United Nations Department of Safety and Security.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

 

  • Master's degree in Security Management, Occupational Health & Safety, or a related field.
  • Certification or specialization in safety and security is preferred.
  • 10 years of experience in handling Safety and Security in a large multinational organization, preferably in the development sector.
  • Minimum 3 years of managerial or relevant supervisory experience is mandatory.
  • Languages: English: Mandatory | Arabic: Mandatory | French: Preferred

  • Solid knowledge of safety systems (including access control systems, scanning, and monitoring systems, etc.) and programs execution.
