JOB PURPOSE
The Principal Resource Mobilization Specialist position is part of the Partnerships, Global Advocacy and Resource Mobilization (PGARM) Department’s leadership team and will report to the PGARM Director. The position will serve as principal technical officer in the field of development of strategic partnerships with regional/international organizations, UN Agencies, NGOs, Philanthropic, Civil Society and bilateral donors to enhance the Bank’s co-financing and resource mobilization. Specifically, the incumbent will be responsible for strengthening existing and developing new strategic partnerships that can result in technical and financial value addition for the Bank’s operations and coordinating internally in mobilization of concessionary resources and co-financing for the Bank’s various projects and programs. The incumbent will advise the PGARM Director on all transactions that require senior management guidance and decision.
KEY ACCOUNTABILITIES
General Responsibilities:
• Serve as a focal point and resource center for all matters related to resource mobilization in the Bank.
• Work with traditional and new donors in mobilization of funds and concessional resources as per requirement of the Annual Plan of the Bank.
• Develop comprehensive strategy for resource mobilization to achieve the Bank’s corporate objectives.
• Develop comprehensive plan and collaborate with relevant departments for resource mobilization to support operations in Member and Non-Member Countries.
• Develop and promote strategic partnerships and alliances, and introduce innovative practices, methodologies for effective mobilization of resources both on and off-balance sheet.
• Identify new partnership opportunities and introduce measures to enable the Bank to diversify and meet concessional financing needs of LDMCs and countries facing fragile situation.
• Monitor evaluation in development financing landscape and identify new potential areas for resource mobilization including for green, sustainable, social, impact and results-based financing.
• Organize annual strategic dialogue with MDBs and strategic donors for resource mobilization.
• Collaborate with other MDBs/IFIs to learn about best practices for partnerships and resource mobilization.
• Contribute to the development of the Knowledge Management and Institutional Learning in areas related to resource mobilization including the development of best practices.
• Develop key results targets and performance indicators related to resource mobilization.
• Represent the Bank in international events on development financing and resource mobilization to position these concepts in international fora.
• Oversee the preparation of progress reports on resource mobilization in compliance with the Bank’s rules and procedures.

Leadership Responsibilities:
• Coordinate the provision of advisory services and technical guidance in matters related to resource mobilization.
• Provide motivational and inspirational leadership for the unit and communicate clear performance expectations.
• Manage the performance and resources of the unit through delegation of responsibility, setting clear objectives and providing regular feedback on results at the unit level, promptly addressing areas of underperformance.
• Monitor and assess the skills and capabilities of the unit, and determine the actions needed to increase the unit's impact.
• Support filling in key capability gaps through capacity development and recruiting efforts.
• Coach, mentor and develop the direct reports and the top talent/high potential staff.
• Act as a role-model to communicate IsDB's values to the unit’s staff.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
• Master’s degree in development studies, economic, engineering, finance, business administration or related discipline.
• Minimum 10 years of relevant experience in development work including formulation and management of programs and resource mobilization.
• Minimum 5 years of supervisory/managerial experience.
• PhD in relevant field is preferred.
• PhD in relevant field is equivalent to 2 years of experience.
• Languages: English: Mandatory l Arabic: Preferred l French: Preferred
